The idea of using Dyke's donated land for sports fields was Terri Kings; and she developed and pursued it through the Revitalization program with me - after she (and I) was booted from the APG's Parks Sub-Committee.  Here's the public announcement paperwork, including documentation from the county.  It's all in the public domain.  I sent copies to the APG Parks Sub-Committee as a courtesy.  To my knowledge, there has been no meetings or action by the sub-committee.  Nothing has perked-up to a main group meeting for an endorsement.

Friends of Parks and Trails in Alpine.

Together with property owners affected, our fellow Committee member Terri King has been pursuing a new option for active parkland in Alpine.  Terri's idea has been submitted to County Parks, and they support its further analysis and review.  Following is an outline of Terri's idea and the actions being taken to pursue it:

1.     Conversion of the previously donated 3.24-acre property for a Sheriff‚s Substation.

1.1.           Through discussions with property owners, Terri has determined that the owner of property immediately to the north and east of the Sheriff‚s property - termed the Musgrove property, with access off of north Tavern Road - is interested to discuss selling his property.  The Musgrove property appears to comply with the Separation Standard of the Bu reau of Alcohol, Tobacco, Firearms and Explosives with regards to the hazardous goods storage operated by the nearby Tom C. Dyke Drilling & Blasting, Inc.   
 
1.2.           Attached is an October 5, 2007 letter from Mr. Charles Marchesano, Chief, County Department of Parks & Recreation, recommending that the potential acquisition and development of the Musgrove and Sheriff‚s properties be considered.
 
1.3.           I have formally written to the Alpine Planning Group bringing this opportunity to its Parks & Recreation Subcommittee for joint pursuit with this Committee.
 
1.4.           An aspect of this idea that neither committee can meaningfully explore is the County‚s position for conversion of the donated 3.24-acre Sheriff‚s property for parkland use.  The property is no longer required by the Sheriff‚s Department for a substation ˆ the purpose for which it was donated to the County by Mr. Dyke.  I have asked Supervisor Dianne Jacob for guidance on its conversion to parkland use.
 
1.5      Even though the land is 'free' (already owned by the public via the County) construction of facilities still requires funding.  
 
 
As you all are aware, this Committee also supports the proposed upgrade of sports facilities at Joan MacQueen Middle School.  Following is an outline of this proposal.
 
 
2.      Upgrading of the sports facilities at Alpine‚s Joan MacQueen Middle School.
 
2.1            Several youth sports organizations in Alpine are jointly promoting this idea estimated to cost $1.3 million.  It is based around the concept of installing artificial turf on existing playing fields and on the construction of an outside toilets/ concession/storage building.   Attached is an outline of the project.  This committee has been working to increas e exposure of this idea around town.
 
2.2.           A presentation by the promoters has been made to the Board of the Alpine Union School District.  I have spoken to the Board President, Mr. Scott Barr.  The District is willing to explore the idea further.  In addition, we have been working with other potential major donors to build support for the project.  
 
2.3.           As a planning group member, I introduced the concept at an Alpine Planning Group meeting many weeks ago, and asked that the matter be placed before the Group‚s Parks & Recreation Subcommittee.  I requested the Group to consider „releasing‰ a significant portion of Alpine‚s Park Land Development Ordinance funds as a measure of good faith support towards this project.
 
2.4.           As Supervisor Dianne Jacob commented at the most recent Alpine „Coffee with Constituents‰, land of adequate size for a large sports park is scarce; and the 13-acre property in north Harbison Canyon that County Parks had short-listed has an indicated asking price nearly double probable market value.  Ergo, now no willing seller.  The only other property that County Parks ha s targeted to date, the defunct Lazy A ranch, is tied-up in a CEQA EIR process started by Grossmont Union High School District for an Alpine high school location.  
 
2.5     Supervisor Jacob made the observation that pursuing joint-use developments with other agencies should be explored.  To that end, the County has had considerable success at joint-agency agreements for the operation and maintenance of parkland ˆ most notably with school districts.  That is what makes this proposition so attractive; and compels its pursuit and examination.
 
 
In addition to the Alpine Planning Group, I have also written Supervisor Jacob stating that both of these projects will be added to the Revitalization Matrix of projects to actively pursue.  My personal opinion is that both should be targeted for successful completion.
 
I very much appreciate the time and effort that County Parks has made in further developing these additional parkland concepts.  As usual, that Department has been most, responsive, informative, innovative, flexible, and helpful.
