I grew up in the smoggy San Bernardino Valley when there was a steel mill and no emission controls on cars (1970).  I am biased for sensible improvements.

Buying old vehicles is silly.  Then it becomes against the law to buy an old unit in Bakerfield to work the Harbor area?

Now a story.  When I went to school in Provo, Utah County, the news talked about the county's air pollution problem.  Aside from my neighbor burning coal all winter, I did not notice a general air pollution problem.

I found out that the "Smog" folks hung the sensor on University Ave just north of Center, the main drag in downtown Provo.  The sensor was about 8 feet above the sidewalk and about 6 feet in from the curb.

Federal regulations had some sort of -urban canyon- regulations for sidewalks (where no one walks in the winter) along city streets lined by buildings.  The solution was to require emission controls and smog checks on all cars in the county.  My solutions would have been to mount a fan on the buildings' roofs to blow fresh air at the sensor.

I wonder how many hours it took the Smog bureaucrats to find the only location in Utah County with a "problem" that justified their existence!

One of the local truck dealers around here has a photo up in the parts department of a happy new owner and his rig, a beautiful new 3 axle sleeper with line power hitched up to an empty container chassis, with a copy of the AQMD check for 80+ grand made out to Octavio something or other, and a note saying "still driving that old truck?? See Rogelio for details" Wonderful, we're buying these people new trucks with sleepers and 500+HP engines to haul containers up and down the 710 freeway all day....a job a 3 axle city tractor could do. Then the money made gets sent out of the country to boot. [/RANT]
